On the menus the stick or the d-pad moves the highlight, the action button picks, and back goes back.
Press any button on the pad right now — browsers keep controllers hidden until you do, and this window has to be the one with focus. If the readout below says this page is inside a frame, that is the reason: save the file and open it in its own browser tab.
